A Brief Introduction of Heilongjiang Government Scholarship Program in HeiheUniversity in 2017/2018
一．申请资格Eligibility
1.申请人须为非中国国籍公民，亲近中国，对华友好，且身体健康，同时未获得其他任何奖学金资助；
2.申请人须为非已在华学习的学生（留华毕业生毕业年限须超过一学年）；
3.申请人的学历和年龄要求：须具有相当于中国高级中学毕业的学历，年龄不超过25周岁；
4.申请人的HSK成绩需二级标准。
1. Applicants must be non-Chinese nationals in good health, be friendly to China (Any Scholarship has not provided meantime.)
2. Applicants must not be currently studying in Chinese universities. (The students currently in China who graduated for more than one academic year are allowed).
3. Education background and age limit: high school graduation degree and be under the age of 25.
4. HSK scores at least reach level 2 or above。

四．申请途径和申请时间 How to Apply and Application Deadline
申请人请于规定的时间内向黑河学院网上或者电话提出申请。申请人须于2018年4月30日前向黑河学院，通过网络提出报名申请，申请纸质材料需于6月15日前投递到黑河学院。
According to the regulation, the applicants should apply to Heihe University online or by phone in their home country before 30th, April 2018 and mail all relevant materials to Heihe University before 15th, June 2018.
五、申请材料Application Materials
申请人必需如实填写和提交以下申请材料（均为一式两份，6月15日前投递到黑河学院）。
The applicants must fill in and provide the following materials truly and correctly (all in duplicate and mail all relevant materials to Heihe University before 15th, June 2018.).
1.护照复印件。
2.《来华留学黑龙江省政府奖学金申请表》，中文或英文填写；
3. 经过公证的最高学历证明；
4. 申请者为在校生，需提交本人就读学校出具的在学证明，申请人若已就业，须提交申请人工作单位出具的在职证明；（2.3所需证明材料非中、英文本的需附经公证的中文或英文的译文）；
5. 学习成绩单，HSK成绩单；
6.提交来华学习计划，用中文或英文书写（可另附纸）；
7. 提供《外国人体格检查记录》（复印件）：此表格由中国卫生检疫部门统一印制，仅限于来华学习时间超过6个月者，须用英文填写。申请人应严格按照《外国人体格检查记录》中要求的项目进行检查，缺项、未贴有本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查记录》无效。鉴于检查结果有效期为6个月，请申请人据此确定本人进行体检的时间。
上述1-7项申请材料（纸质）准备齐全后，请于当年6月15日前直接向黑河学院递交（邮寄）。无论录取与否，申请人资料均不退还。
1. Photocopy of the applicant’s passport;
2. “Application Form for Heilongjiang Government Scholarship”, one original and one photocopy, in Chinese or in English.
3. Highest diploma (notarized photocopy).
4. Certification on study or on job. If applicants are university students or already employed, they should also provide documents of being university students or on-post employees. Documents in languages other than Chinese or English must be attached with translations in Chinese or English.
5. The school report of senior high school in the original country and HSK transcript.
6. A study or research plan in Chinese or in English.
7. Photocopy of Foreigner Physical Examination Form (printed by Chinese quarantine authority and only for those whose period of studies in China lasts up to six months) filled in English. The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, official stamp of the hospital or a sealed photograph of the applicants are invalid. The medical examination results will be valid for 6 months. All applicants are kindly requested to take this factor into consideration while determining the time to take the medical examination.
All the documents required as above should be submitted to Heihe University before 15th, June 2018 by students in person. Whether admitted or not, the documents will not be returned.
六．奖学金内容和标准Details of the Scholarship
免交注册费、学费、实验费、实习费、基本教材费、校内住宿费及综合保险费。
Exempt from registration fee, tuition fee, fee for laboratory experiment, fee for internship, fee for basic learning materials，intramural accommodation and Comprehensive medical insurance.
注：
1.奖学金生要求进行超出学校教学计划的实验或实习，所超出的费用由本人自理。
2.基本教材费：学校指定的免费提供给奖学金生学习课程所必需的教材：其他书籍资料自理。
3.国际旅费及生活费自理。
4.因汉语水平未达到应有程度不能马上进入专业学习的学生来校后需要进行汉语补习，汉语补习阶段不享受奖学金，所有费用需要自行交纳。
5.来华留学生综合保险主要用于学生因大病住院或发生人身意外伤害所支付的费用。由奖学金生所在学校或受理垫付的救援机构持有关收据并按照事先规定的保险条款向保险公司理赔。保险公司部受理个人理赔事宜。
Note:
1. Costs of the laboratory experiment or internship that beyond the university’s arrangements should be afforded by the student himself.
2. Fee for basic learning materials covers the necessary learning materials prescribed by the host institution, and other materials shall be self afforded.
3. International travel expense and living allowance is not covered.
4. The preparatory courses is necessary after enrollment if the students’ linguistic level is not qualified to engage in the major studies, during which period the scholarship is not provided, and all the expense should be taken on the applicants’ own.
5. Comprehensive Medical Insurance and Benefit Plan for International Students in China is insured by MOEC for the scholarship students in China against diseases and accidents. The Heihe University is entitled to ask for compensation on the payment receipts from the insurance company for the expenses generated from hospitalizing for serious diseases or from accidental injury according to the stipulated insurance articles.
七．录取及通知Approval and Notification

2. 黑河学院负责对申请人的申请材料进行审核并上报黑龙江省政府教育厅。
3. 黑河学院将在6月底前为符合录取条件的奖学金申请者邮寄《录取通知书》、《报到须知》、《外国留学人员来华签证申请表》（JW202表），被录取的学生应在8月末规定的时间内到校报到注册。

2. Application and related documentation will be reviewed by Heihe University and submitted to Heilongjiang Education Department.
3. Qualified applicants will receive their “Admission Notice”, “Enrollment Instructions”, and “Visa application form for study in China” (JW202 Form) at the end of June. Enrolled students must arrive at Heihe University and register by the end of August as requested.
